Dear Galsworthy,

I am writing with reference to your letter of 5th June proposing the

appointment of a Registrar of Co-operatives in Hong Kong. (4)

I understand that Charles had a word with you about charging this new post to C.D. and W. f'unds but that you thought that since the cost of the Development Secretariat in Hong Kong was met entirely from Revenue, it would be anomalous. The real anomaly may be in that the cost of the Development Secretariat and its officers is not met either in whole or part from C.D. and W. moneys, for which its activity is patently suited.
